Sarah C. Stoner

Overview

Sarah Stoner has a broad-based regulatory practice, with an emphasis on public utility law and gaming law.  She has extensive experience assisting clients with license applications before regulatory bodies, contested enforcement matters, rulemaking proceedings, and regulatory review.

Within the firm’s Utilities Group, she represents clients in the energy (natural gas and electricity), water, wastewater, transportation and telecommunications industries. Her experience includes base rate cases, licensing and other application proceedings, regulatory compliance, complaint and investigation proceedings, regulatory approvals for mergers and acquisitions, and policy advocacy.  Sarah has represented clients before the Pennsylvania Public Utility Commission (PaPUC), the New Jersey Board of Public Utilities (NJ BPU), the Public Utilities Commission of Ohio (PUCO), and trial and appellate courts in public utility law matters.

Sarah has a wide range of experience serving casino and horse racing licensees, as well as other gaming industry entities.  She practices regularly before the Pennsylvania Gaming Control Board (PGCB) and the Pennsylvania State Horse Racing Commission, representing casino and racetrack owners and operators, gaming equipment manufacturers, and vendors. She successfully represented casino applicants in obtaining sports wagering and interactive gaming certificates, guided casinos through the change of control process, commented extensively on the development and promulgation of the PGCB’s regulations, addressed numerous policy matters before the Board, and defended clients in enforcement proceedings and negotiated resolutions.

Energy & Utilities

• Routinely represents a variety of electric, gas, water and telecommunications companies as well as municipalities and municipal authorities regarding utility regulatory and policy-oriented matters

• Represents the nation’s largest municipally owned natural gas distribution company in regulatory litigation and other matters including base rate cases, consumer complaint cases, and regulatory enforcement proceedings
• Assists in representing Pennsylvania’s largest PaPUC regulated water/wastewater/stormwater authority in rate proceedings and consumer complaints

• Advises on utility and regulatory issues affecting data center developments, including electric service and water supply
• Represents electric and natural gas suppliers in licensing and regulatory matters, consumer complaint proceedings, enforcement proceedings, and litigation
• Advised on water utilities’ lead service line replacement programs and assisted with obtaining approvals from the PaPUC

• Represents bulk water haulers and negotiates wholesale water and wastewater agreements for municipal utilities

Gaming

• Assisted casinos with securing Category 4 (mini-casino) licenses in Pennsylvania
• Advises casinos, retail and online operators, gaming manufacturers, landlords, investors, vendors and other industry participants on complex regulations and licensing requirements
• Obtains regulatory approvals for changes of control and other material transactions

Regulated Substances

• Successfully helped clients obtain Pennsylvania medical marijuana grower/processor, clinical registrant and dispensary permits
• Advises on regulatory matters in the cannabis and hemp industries
• Handles a wide range of liquor law matters and liquor license transfers
