Public Finance Member Timothy Horstmann Joins Eckert Seamans’ Harrisburg Office

National law firm Eckert Seamans has added Timothy J. Horstmann as a Member in the Public Finance practice group. He joins the firm’s Harrisburg office from McNees Wallace & Nurick LLC.
Horstmann has over fifteen years’ experience advising state and local government agencies, municipalities, school districts, nonprofits, and financial institutions on the structuring of taxable, tax-exempt, and tax-advantaged revenue bond and general obligation bond financings and refinancings for a variety of capital projects, including manufacturing facilities, hospitals and other health care facilities, parking facilities, schools and higher education institutions, and water and sewer projects. He also advises clients on tax compliance matters related to public finance transactions, including private business use, advance refundings, multipurpose issue allocations, arbitrage and rebate, hedge bonds, working capital financings, and interest rate swaps.

Horstmann is a member and past-President of the Board of Directors of the Pennsylvania Association of Bond Lawyers. He holds a J.D. from The Dickinson School of Law of the Pennsylvania State University and a B.A. from Shippensburg University.
