Eckert Seamans Member Renardo (Rick) Hicks Selected for Judicial Nomination Advisory Panel for Middle District of Pennsylvania

Renardo (Rick) Hicks, a Harrisburg-based Member with national law firm Eckert Seamans, has again been named to a Judicial Nomination Advisory Panel for the Middle District of Pennsylvania. First serving on the panel in 2021, Hicks will again be among a group of individuals appointed by Pennsylvania U.S. Senators Bob Casey and John Fetterman to review applications and interview persons being considered for appointment to the position of Federal District Court Judge for the Middle District of Pennsylvania (MDPA).

The advisory panel will screen applicants for judicial vacancies and submit the names of qualified applicants to the Senators for their consideration. The U.S. District Court for the MDPA serves 33 counties from offices in Scranton, Harrisburg, Williamsport and Wilkes-Barre.

Hicks joined Eckert Seamans in April 2023, where he is a Member of the Utilities & Telecommunications practice group. Prior to joining the firm, he held the position of Chief Counsel at the Pennsylvania Public Utility Commission, where he served as advisory and enforcement legal counsel in all appellate and original jurisdiction matters involving gas, electric, telephone, and water utilities before state courts and federal courts and agencies. Additionally, Hicks managed the Commission’s Law Bureau, which included drafting policies, procedures, and regulations from concept to implementation, developing Commission responses to Right-to-Know and Confidential Security Information requests, and supervision of contracted legal counsel in a variety of matters.

Hicks holds a B.A. in Government from Hamilton College; a J.D. from Northeastern University; an LLM from Temple University; and honorary Doctorate degrees from Allen University, Central Pennsylvania College, Morris Brown College, and Turner Theological Seminary.
