Maryland PSC Signals Potential Broad Reforms to Retail Energy Supply Market, Including Elimination of POR

In a significant development, the Maryland Public Service Commission (PSC), on August 2, 2023, issued a Notice and Request for Comment on potential reforms to the state’s retail energy market, including the elimination of the purchase of receivables. The PSC stated that, given the passage of time since the implementation of energy choice and competition in Maryland, “[a]dditional reforms may be warranted.” The Commission invited comments from all interested stakeholders generally on “potential energy retail market reforms that, if implemented, should enhance the benefits of retail choice to consumers in Maryland.” A link to the Notice and Request is below.
