Overview
Scott Phillips is a Member of the firm’s Aviation practice.
Immediately prior to joining the firm, Scott served as Resident Legal Officer for Central America and Mexico Programs at the U.S. Agency for International Development, serving as a U.S. diplomat posted to San Salvador, El Salvador. In this role, he provided general counsel to senior leadership in El Salvador, Honduras, and Mexico, advising on complex legal and policy matters while mitigating litigation, audit, and reputational risks.
Scott advised the agency on compliance with federal regulations and policies applicable to awards valued at over $200 million annually, and drafted and negotiated international agreements governing multimillion-dollar contracts and grants. Scott has counseled on compliance with fiscal law and a range of federal regulatory regimes, including government ethics, employment, data privacy, and economic sanctions. He has experience advising on bid protests, audits by government oversight bodies, and government investigations.
Previously, Scott worked as an Associate in complex commercial litigation and international arbitration at international law firms. He represented clients in complex commercial and foreign sovereign-related litigation in U.S. district courts and advised on regulatory and litigation risks of U.S. and international transactions. Before attending law school, Scott served as a U.S. Army Intelligence Officer, with service overseas in Iraq and South Korea.
Scott applies his blend of litigation and regulatory experience to assist U.S. and international clients in navigating complex and dynamic legal regimes and managing risks.
