Will Community Solar Ever See the Light in Pennsylvania?
June 25, 2025
Pennsylvania’s latest attempt at Community Solar legislation (HB 1155) has 39 Democratic co-sponsors but faces familiar political headwinds. While the bill would allow residents and businesses to subscribe to shared solar arrays—perfect for renters and those unable to install rooftop panels—several challenges remain:
⚡ Political Reality: The ongoing RGGI stalemate between the House, Governor, and Senate makes passage unlikely this session
⚡ Utility Concerns: Debates continue over net metering compensation rates and the “Hommrich loophole”
⚡ Implementation Hurdles: Varying EDC policies on interconnection requirements and site control documentation create development challenges
Despite these obstacles, the continued legislative interest shows growing momentum for expanded solar access in PA. For the solar industry and energy stakeholders, staying engaged in the regulatory process will be crucial as these policies evolve.
