Joan N. Stern elected to Jewish Agency for Israel Board of Governors

Eckert Seamans is pleased to announce that Joan N. Stern, a public finance attorney in the firm’s Philadelphia office, has been elected to the Board of Governors of the Jewish Agency for Israel. She recently completed a term serving as a voting committee member of The Jewish Agency Board of Governors. Her two-year term on the Board of Governors, the central policy-making body of the Jewish Agency, began July 1.
Stern has established herself as one of the country’s top public finance attorneys. She concentrates her practice in the areas of general government and education, transportation and utilities, tax and revenue anticipation financing, health care and housing finance, refinancing and working capital finance, project finance, and derivatives transactions. Stern serves clients in the full range of public finance matters, including serving as bond counsel, underwriter’s counsel, issuer’s counsel, and trustee’s counsel for all types of bond issues, tax-exempt and taxable. She drafts debt and finance legislation for a variety of financing programs for governmental and corporate clients and handles enforcement matters involving the SEC and the IRS.
Stern earned her J.D. from Temple University Beasley School of Law and her B.A. from the University of Pennsylvania. She is a member of the Pennsylvania Association of Bond Lawyers; National Association of Bond Lawyers, Securities Law and Disclosure Committee, and is a Life Fellow of the American Bar Foundation. Stern serves on the boards of a number of organizations and institutions, including the Police Athletic League, Urban Tree Connection, Jewish Federation of Greater Philadelphia, and Royal Academy America. She is also vice chair of Moore College of Art and Design’s Board of Trustees and Board of Managers.
