David A. Rockman is a Member in the Firm’s Litigation Division and is part of the Firm’s Environmental and Energy Law Practice Groups. Mr. Rockman focuses his practice on Environmental Regulatory Law, Environmental Litigation and Energy Law.Mr. Rockman provides counseling and litigation representation in connection with the many federal, state and local environmental laws and regulatory programs. He provides advice in connection with both existing environmental regulatory schemes and emerging issues such as greenhouse gas and climate changes legislation. Mr. Rockman has experience dealing with air, water, waste, toxics, cost recovery and brownfields programs, including the requirements of the federal Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Emergency Planning and Community Right-to-Know Act (SARA Title III), Toxic Substances Control Act, and Comprehensive Environmental Response, Compensations and Liability Act (Superfund), as well as analogous state programs.
Mr. Rockman is actively involved in greenhouse gas and climate change issues, and has spoken on the prospects of greenhouse gas regulation to a variety of audiences. Mr. Rockman is a member of the Firm’s Energy Law section, which counsels clients in both traditional energy and natural resources areas as well regarding emerging renewable energy issues.
Mr. Rockman routinely assists clients with ongoing environmental compliance obligations, including regulatory interpretation and renewal and negotiation of permits. He is experienced in responding to government agency inquiries, information requests, violation notices and administrative and civil complaints and penalty demands. He has also assisted clients involved in transactions with environmental issues, and has represented both buyers and sellers in such transactions. He regularly provides advice to clients interested in ensuring compliance with the All Appropriate Inquiries standard for purchases of real estate. Mr. Rockman has assisted clients making voluntary self-disclosures under both federal and state penalty forgiveness programs. He has experience pursuing cost recovery claims and defending both private and governmental cost recovery actions, including negotiation of consent orders and submission of environmental claims to insurance carriers.
Mr. Rockman was recognized as one of Pennsylvania's Rising Star Lawyers for 2005 and 2006 as selected by Law & Politics and published in Philadelphia magazine.
