Joseph K. Pierce is a Member in the firm’s Municipal Department and Public Finance Department.
Mr. Pierce serves as bond counsel in transactions involving the issuance of municipal securities by or on behalf of Pennsylvania counties, cities, townships, boroughs, school districts and municipal authorities; and, additionally, represents municipal securities underwriting firms, banking institutions and corporations engaged in the municipal securities industry. As bond counsel, he has issued tax opinions for general obligation and revenue bonds for general government purposes, educational, housing and health care facilities, and economic development.
Throughout the 15 years he has practiced in the area of public finance, Mr. Pierce has served in financings through the United States Department of Agriculture, the Pennsylvania Infrastructure Investment Authority, pool financing programs, and bank municipal lending and leasing programs, in addition to bond market financings. He has served as solicitor to the Susquehanna Township Industrial Development Authority since 1989. He has represented municipalities before Pennsylvania regulatory agencies and the Commonwealth Court.
Mr. Pierce holds an AV® rating from Martindale-Hubbell.
