Mr. Carlucci is a Member of the firm and Chair of the firm’s Public Finance Department.  His practice is concentrated in the area of municipal and public finance with over twenty-five years of experience providing services as bond counsel, underwriter’s counsel, trustee counsel, bank counsel and borrower’s counsel.

Mr. Carlucci has advised clients within Pennsylvania as well as in other states on numerous publicly-sold and privately-placed bond issues to finance a wide range of education facilities, utility systems, airport facilities, and long-term and acute health facilities.  He, also, has served as counsel for tax-exempt and taxable financings of industrial and commercial projects.  His experience includes innovative financing structures involving fixed-rate and variable-rate obligations, letters of credit for liquidity and credit enhancement, guarantees and government mortgage insurance and numerous derivative products.  He is experienced in federal and Pennsylvania financing and funding programs.  Representative clients include municipalities, school districts, airport authorities, municipality authorities, industrial and commercial development authorities, underwriters, banks and a number of business and health care clients, including industrial and commercial companies and non-profit organizations.

He has served as solicitor for the Dauphin County Industrial Development Authority since 1985, and the Authority’s affiliated non-profit economic development corporation, Dauphin County Economic Development Corporation.

Mr. Carlucci is active in professional activities related to public finance matters and has been a frequent lecturer on public finance topics, most recently on the use of interest rate hedges by municipal entities. 

Mr. Carlucci is a fellow of the American College of Bond Lawyers and a member of the National Association of Bond Lawyers.  He, also, is a member and first treasurer of the Pennsylvania Association of Bond Lawyers and a member of the Committee on Tax-Exempt Finance of the Taxation Section of the American Bar Association.

Mr. Carlucci also serves on the Board of Directors of Snyder’s of Hanover, Inc. and of Sigma Coatings USA, Inc., the Managing Board of Sigma Coatings USA, B.V., and Board of Trustees of The Episcopal Home.

Mr. Carlucci holds an AV^® rating from Martindale-Hubbell.
