Loudon L. “Hap” Campbell is a Member in the firm’s Government Affairs Department, Real Estate and Land Use Department, and Insurance Coverage and Business Compliance Department.  Mr. Campbell’s practice is focused in the areas of government relations, including representation of association and corporate clients from a variety of business sectors.  He provides counseling and advocacy in legislative matters in the Pennsylvania General Assembly and regulatory matters before government agencies.  He draws on over twenty-five years of experience in dealing with the legislative process. He has extensive experience in insurance legislative and regulatory issues.  His clients include an insurance industry trade association as well as insurance companies both in legislative matters and regulatory, compliance and enforcement matters before the Pennsylvania Insurance Department.

Mr. Campbell also provides legal representation for non-profit professional and trade organizations and their for-profit subsidiaries, including counseling regarding taxation and tax exemption and antitrust matters.  He is particularly experienced in land use law and the development approval process and represents landowners, developers and builders in the development process.   He has been involved with the development of key legislation affecting the land development process and construction and has successfully handled several precedent-setting land use cases. He has been a lecturer for the Pennsylvania Bar Institute on land development issues.

He also represents a variety of licensed professionals in corporate and business organization matters as well as providing counseling and representation in licensing, compliance and disciplinary matters before Commonwealth licensing boards and commissions.  He has extensive experience in funeral practice matters.
