Jeffery M. Alexander is a Member in the firm’s Business Division in its Health Law Group.  Prior to joining Eckert Seamans, Mr. Alexander was an equity partner elsewhere and served as in house hospital counsel at a community hospital and at two different academic medical centers.

Mr. Alexander has twenty-six years of experience assisting taxable and tax-exempt health care providers across the country with every aspect of health care law, from day-to-day legal issues to pursuit of capital for their business transactions.  He is particularly versed in hospital, physician, and physician-hospital corporate, regulatory, medical staff and accreditation, and third party health care payor contract drafting and revising, negotiating, litigating, appealing and administering commercial Medicare and Medicaid contracts. 

His sample matters include:

  • Represents hospital management and boards.
  • Represents a variety of health care providers and employers with their third party healthcare payor arrangements, the legal and financial aspects of managed care contracting, including capitated, full-risk and percentage of premium/AAPC commercial and Medicare agreements and third party health care and pharmacy benefits administration agreements.
  • Represents different types of providers in reimbursement matters involving Medicare, Medicaid, non-government payors and the PRRB and also handles compliance issues and program development, fraud and abuse and Stark matters, HIPAA compliance and tax-exempt debt and equity financing.
  • Assists large health care systems and smaller hospitals with structuring networks, health care delivery systems, strategic alliances and business ventures through mergers, consolidations, joint ventures, reorganizations and affiliations.
  • Organizes, merges, acquires, forms purchases, sells and integrates physician group practices, foundations, faculty practice plans, hospital employed and affiliated group practices, physician networks and MSOs, PPMCs and MMCs, including pursuit of private capital and other types of funding.
  • Counsels institutions and their physicians with communication and business problems, including recruitment and income guarantees, privileging, disciplinary reviews, licensing board hearings and IRS, OIG and Stark requirements.
  • Represents both health care providers and trade association executives and boards in employment contract development, negotiations and termination.

Mr. Alexander is a frequent lecturer to hospital, physician, academic and other professional audiences.  He also has taught at the University of Rochester Medical School, Brown University Medical School, and the University of Connecticut Graduate and Undergraduate Schools of Business Administration.  He is a member of the American Health Lawyers Association.
